Job Description:

The Director, Talent Acquisition provides executive leadership in the design, development, implementation and delivery of comprehensive and efficient Service-wide personnel programs. In addition, the Director ensures that the employment or retention of employment of the IRS workforce, contractors, consultants and special-hire appointees is consistent with interests of national security and integrity of the tax system.

Job Responsibilities:

  • Ensures timely execution of program activities and proper application of IRS and government-wide policies and regulations, while managing resources and maintaining uniform standards.
  • Provides executive leadership and direction for the personnel security/suitability investigations program, ensuring compliance with the requirements specified in the Treasury Security Manual (Treasury Directive 15-71) and related Federal and national level personnel security policies and guidelines. Ensures appropriate background investigations and security clearances are completed and conducted in a consistent, equitable, and timely manner to mitigate risks of employing untrustworthy or unsuitable individuals.
  • Provides interpretation for, and assists IRS offices in implementing national, Treasury Department, and IRS personnel security policies. Provides supplemental program advice and policy guidance through instructional memoranda addressing specific problems or topics when significant suitability or security information is developed.
  • Provides executive oversight in the development and implementation of the Servicewide position classification and management programs, ensuring compliance with the requirements specified in the Office of Personnel Management (OPM) classification standards and related IRS policies and guidelines.
  • Acquires and administers human, physical, information technology and financial resources to effectively and efficiently accomplish the mission of the organization. Formulates, executes and monitors the financial plan for the Employment, Talent & Security organization.
  • Serves as the principal advisor and consultant to the IRS Human Capital Officer and other executives on policy implementation, operational and transitional matters related to the incumbent’s area of responsibility. Sets policy and provides overall program direction, goals, strategies, and performance measures aligned with the IRS and the Human Capital Office strategic plans and business visions.
  • Develops and maintains personal relationships with top management officials and maintains communications on problems and program matters. Consults with executives and managers to determine human resource needs and priorities.
  • Provides oversight to ensure IRS compliance with Executive Order 12958, as amended, including required training, oversight, and liaison with Treasury Director, Office of Security Programs with respect to the handling, processing and disposition of classified and sensitive but unclassified information.
  • Directs the design, development, and delivery of a comprehensive, integrated set of personnel guidance, programs, and systems that effectively provide superior customer service and ensure fairness and equity.
  • Provides executive leadership and direction over the recruitment and hiring programs. Ensures the service delivery model for hiring and recruitment is executed effectively and efficiently for the IRS enterprise and meets the needs of the service; while meeting all regulatory, policy and procedural requirements.

Job Requirements:

  • File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification as listed on Form I-9 (http://www.uscis.gov/files/form/I-9_IFR_02-02-09.pdf); of which one must be a valid state or federal government-issued picture identification. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Employees must maintain PIV credential eligibility during their service with the Department of the Treasury.
  • Be a U.S. citizen to qualify for this position.
  • Complete a pre-employment federal income tax verification process.
  • Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States.   • Certify you have registered with the Selective Service System, if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so.
  • Be geographically mobile to accomplish the Service’s mission.
  • Provide information to successfully complete a background investigation. Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent.
  • Complete a one-year probationary period (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
